If dog waste is not accepted for commercial composting in your area, then compostable bags will have no environmental benefit, with the exception that it does not use oil resources to produce. Dog waste is not recommended for home composting as heat is not sufficient to kill pathogens in dog waste.
There is no doubt about it, 100% Post Consumer Recycled dog waste bags are significantly better than compostable dog waste bags.
When doing your research on which dog waste bags to buy, please be careful! It was ridiculous how many “eco-friendly”, “biodegradable”, and “compostable” dog waste/trash bags that are being sold that are simply not. Most all of them are made in China where we've learned that the way they make them is really not the best.
